Promotion in organizations or companies is truly a system that pushing the organization forward and the individual as well. It encourages the employees to set up their goals and achieve it with strength.
Promotions that based on performance can bring some advantages to the organization. If someone is promoted because of the diligence, he may work harder and take the promotion as an encouragement. By doing so, it is worthwhile for him to make a contribution to his organization. Also, the equality in the competition plays the key role in promotion. It is unfair if someone get promoted just because of the flattery or the seniority. It may be taken as a shortcut to success. However, the inequality can result in many problems that the employees complain about.
On the other hand, it stands firm for some reasons if promotion is executed based on seniority. Someone who is older or stay longer than others in the organization may has more experience when dealing with problems, especially new problems. For example, if a new and young employee is not quite familiar with the operation of a company, he needs to consult with the experienced and aged people. Therefore, promotions which evaluated by age and experience are reasonable.
I favor that promotions should be based on the performance. Because everyone has the chance to prove his ability and gets promoted in terms of his outstanding performance. And regarding to fairness, people are more willing to join the game when competing with someone, even the opponent is experienced or older.

Joseph, your ideas are quite clear especially in paragraph two and three. You state the advantages of each position and make it reasonable.
However, I think you can improve this article by adding more your own opinions because the question indeed ask you to explain that. Maybe you can put your own opinions into the fourth paragraph and then give a conclusion in paragraph five not just combine them into one paragraph.
