The speaker refutes the opinions in the reading passage that banning smoking will devastate human's freedom and decline the economy. She indicates that we have to consider the damages which are caused by smoking, and she provides the evidences for her opinions.

First of all, she insists that the ban will not offend the smokers' rights but can ensure the rights of those who don't smoke. Besides that, the pollution is another problem. Contrary to the reading passage that the ban is unfair to the smokers, the speaker clarifies that the smokers still can smoke except to some public place.

On the other hand, the speaker mentions that the ban is also helpful for the smokers because lots of them actually have the willing to quit. She considers that the ban will help the smokers far from the addiction. Her opinion is against what the reading passage mentions about the free will of the smokers.

Last but not least, even though the reading passage indicates the ban will affect the economy of the society and cause some companies or restaurant bankruptcy, the speaker points out this situation will also increase the economy because the new businesses which obey the rule will appear and then attract to more people who don't smoke.

To sum up, a lot of concerns are raised by the speaker and are opposite to the opinions in the reading passage. The speaker supports the new ban for limiting the smoking while the reading passage is against the rule.
